Hi, I'm an acoustic guitarist learning to sing, I'd put myself on the border of beginner and intermediate. I'd like to do some busking eventually, but the country I live in frowns upon amplifiers for street performers, which is fine, less to carry. However, some songs I can sing loud, really loud, whereas others I can barely hear myself over the guitar. Is this normal?

Definitely normal! My guess is that it depends mostly on the key of the song and where the melody sits in your range. I encourage you to play around with the key (moving the capo up or down) to find the "sweet spot" for your voice, where you can sing with the greatest power and clarity.

Thank you so much, I don't have a lot of music theory, (actually clueless), initially it seems if a song is in G, I capo on the second and I'm okay singing in A(??).
