I have been doing the female for beginning singers, and I haven't been improving, like I still have a feeling of scratchy chords, and I've been drinking water, and I'm 16, my chords should be developed by now. Any thoughts?

Vocal development can take a while! If you've been feeling hoarse, though, I recommend asking your doctor for advice and resting your voice (since there could be an underlying issue).
If you're not hoarse, you still may want to take it easy with some gentle exercises like these for the time being:

Are you singing by using your diaphragm? If you aren't, I find my vocal cords and muscle aroud them in pain. You might be carrying tons of tension, even if you think you aren't.
